History of the Alliance of Macronesia

Much like the UEO, the Alliance of Macronesia has its beginnings as far back as the Third World War in 2005. In 2005, Australia was emerging on the world stage as a major participant in global, and most certainly regional affairs with close political and military relations with the United States of America. Despite condemning North Korean aggression initially, Australia had no involvement in the war as American troops launched attacks against the North Korean peninsula in the wake of a nuclear detonation on the 38th paralell; it had neither the political motivation nor the social interest to wage such a campaign. Fate wouldn't be so forgiving of this neutral policy of non-interference... and less than two years later in 2007, Australia was forced to take sides as Chinese forces invaded and annexed Taiwan; in the process managing to sink the American aircraft carrier USS Eisenhower and several ships of its battlegroup... Among them, the Australian frigate HMAS Ballarat.

Despite swift Chinese action to express remorse and apologise for the 'accidental friendly fire' incident, the Australian government - in response not only to the loss of its warship, but also the annexation of Taiwain, announced its support for the United States-led coalition, and committed its military to the war; a decision which would end in more bloodshed than the country had seen since Vietnam. For the next five years, Australia engaged in a 'fast' and brutal war which saw the nation pushed in to a wartime social and economic footing. Over the course of the campaign, thousands of soldiers deployed to China in support of US Marine actions were lost, and in more than one instance, Australian Army forces found themselves fighting muzzle-to-muzzle with Chinese divisions over ten times their number. (Surprisingly prevailing on every occasion)

Along with their US allies, Australia was one of the signatories of the Treaty of Reykjavik, which saw the war brought to a bitter and indecisive end in 2010. The war's result, which successfully liberated Taiwan from Chinese occupation, propelled Australia to a position of almost unmatched regional influence and stature as a mouse that roared.

Australia was one of the few 'lucky' countries of the war; its lands being relatively untouched by foreign offensive. This newfound sense of identity and purpose had reignited the Republican debate amongst angry outcries directed at the British Commonwealth who had failed to assist in the bloody war against China; themselves dealing with an uproar of violence in former Soviet states around the Baltic. Less than 12 months after the war had ended, a referendum was held on the topic of becoming a Republic... The result was almost obvious from the moment the polls opened, and the public voted overwhelmingly in favour of the motion.

On January 26th, 2012 - "Australia Day" - The Crown of Great Britain recognised it's colony's seccession, and the Federal Republic of Australia was born. The following years between 2010 and 2017 and the creation of the UEO were a time of relative peace for Australia as it set about consolidating alliances with its immediate neighbours, and continued to establish many sub-surface colonies in the Coral and Tasman seas. (A practice it had been involved with since the early days of the Third World War)

Piracy during these early days of colonization was a serious issue which the Australian Navy - still recovering from the third world war - found itself hard pressed to contain and police. Heavily armed raiders could affordably acquire and maintain many Soviet-era diesal submarines which represented a serious threat that local law enforcement services were completely ill-prepared to deal with. In an extreme case of violence, a Pirate raider submarine attacked a mining colony off the coast of Cape York; its torpedoes breaching the pressure domes that protected the city and killing all 1,500 colonists instantly.

It was this act of terror which prompted Australia to look to its neighbours and act on the alliances it was fighting hard to maintain. In 2013; some eight years after it began colonization of the world's oceans, Australia and her neighbours officially establised what would become known commonly as the New Australian Confederation; an economic and military coalition forged between the Solomons, New Guinea, New Zealand, Indonesia, Brunei, and of course, Australia herself. The allied nations shared many resources gained from the expansion of their undersea colonies... and the growth of Australia as a regional power quickly began to accelerate...

Membership to the United Earth Oceans Organization...

In 2017, following the signing of the United Earth/Oceans treaty, The New Australian Condederation became one of the signatories and became a full member state; the confederation's borders were dissolved, and Australia fell under the mandate of United Earth Oceans administration as part of a global alliance to safeguard the fledgling colonies of the seas, share open borders and reap the trade benefits from a global economy. The promise of a unified defence against the organizations which threatened this new peace prompted Australia to support the organization whole-heatedly; for its ideals were the foundation of its national interests across the Pacific. Australia and her neighbours had grown in to far more than just a regional power, and were now considered one of the most powerful alliances in the Pacific; rivalling even the might of the North Pacific Confederation; a coalition formed between the United States, Canada and Japan.

The UEO was decisive, and particularly harsh against 'rogue states' which refused to ratify the UEO treaty. Many of the nations who refused to sign it engaged in guerilla wars against UEO military vessels, and before long, trade embargos and sanctions were levelled against these nations; and any armed resistance quickly floundered under the weight of UEO-enforced blockades. These sanctions against so-called "non-aligned" confederations were passed in to UEO law as a policy of no-tolerance was enacted against against them; declaring them 'terrorist states'.

For the next several years, Australia would flourish under the flag of the UEO; its colonies free to expand and grow as they pleased, but for an interim period as these colonies developed, UEO legislation established guidelines which made it difficult for these dependencies to secede; A ban on "Colonial Deregulation" ensured that it was not possible for a colonial power to abandon its colonies which were so dependant on their respective nations for protection and supply. The UEO navy; the largest maritime defence organization the world had ever seen - were the peacekeepers that made sure that the pirates and rebel factions who opposed the treaty could not exploit those weaknesses.

But the legislation was a double-edged sword. Over the ensuing decade, many of the world's colonies prospered in to metropolises and major centers of trade, farming and mining which - in many cases - were even larger than the terrestrial cities on the surface world. "Prosperity" only went so far, and soon many of these city-colonies were virtually autonomous administrations which answered to their commonwealth governments in ceremony only. Many of these colonies - including hundreds in Australian waters - soon vied for independence, and in 2025, the United Earth Oceans organization was forced to lift the ban on colonial deregulation; simultaneously allowing thousands of colonies around the globe to declare independence, and placing many millions of square kilometers of sea floor back in to neutral waters.

Virtually overnight, these undeveloped pockets of ocean basin wered being colonized by many corporations and special interest groups seeking seperation from their colonial homes... And the UEO suddenly faced a very dire problem;

Outside of UEO mandate, not one of these independant colonies - of which there were thousands - was protected by UEO law or its peacekeepers. Despite their independence, these new city-states still shared great economic ties with the major colonial powers such as Australia, the United States and Britain... and depended on them for defence. Over the course of the last 10 years, the UEO had virtually put a stop to piracy and smuggling in its entirety, and the prospect of being threatened by rebel militias was nothing more than a memory...

Or so they believed.

The Dissolution of the United Earth Oceans...

Within the space of a few weeks; the sea once again a feeding ground for the corrupt, the pirates and smugglers who had long disappeared began to return, and raids against independant city-states began to climb at an alarming rate. Within a couple of months, the unprotected states were battlegrounds for pirates and rebels who fought private wars for power; and the UEO Navy was powerless to intervene outside their own waters.

The nations of the UEO were in an uproar over these developments; they had all joined the organization with the promise of its colonies being offered protection, and to see the military so incapable of intervention was a stark reminder of the UN's collapse 20 years before. By 2025, Australia was the world's most influential colonial power with over 400 major submarine establishments over the South Pacific; many of them dotted along the Tongan Trench as part of a major industrial sector which fuelled the nation's economy. The so-called Tongan Prospects were the most valuable and lucrative territories in the Pacific; and Australia owned all of them. With many of the colonies in these territories declaring independence, raids across Australia's frontier borders skyrocketed; hundreds died, billions of dollars were lost, and the UEO was powerless to help.

The solution, once again, was secession, and Australia and its nearby neighbours resigned their memberships to the organization; followed by many others. The UEO crumbled from a globe-spanning empire to a few powerful nations that had managed to hold on to their colonies (many vying for state-hood rather than independence...) in the space of hours. Hard pressed to hold back the tide of unrest which had erupted in the Pacific, Australia took matters of national defence once more in to its own hands, and began to rebuild its military forces.

Now refusing to recognise the UEO treaty - its principles seen as being inadequate and flawed - the UEO levelled sanctions against Australia, and all trade with the nation stopped entirely.

A Macronesian Alliance ...

In late 2025, several months afted resigning from the UEO, Australia and her neighbours held a new summit in the small Pacific island states of Micronesia; now a major center of submarine trade that was home to nearly a dozen well-developed colonies. These nations - spearheaded by Australia itself - drafted the beginning of a new treaty; the Free Alliance of Macronesia. Discussions were held quickly, and perhaps urgently, as colony after colony fell victim to pirates and rebels intent on sowing dissent throughout the submarine territories. By the end of the year, the treaty had been signed by almost all the signatories of the old Confederation charter; and the Alliance of Macronesia was born on January 27th, 2006, culminating in the establishment of a capital in the Australian city of Melbourne, under the rule of the newly-elected Alliance President; Alexander Bourne.

Bourne was a statesman and an idealist who had served in the UEO General Assembly for two terms; he knew where the UEO had failed, and he was determined not to let the same thing befall his new Alliance. With a wealth of resources and finances afforded to the Alliance by territories in the Tongan Prospects, Bourne answered the bold, undeclared war of the rebels and pirates by forming a unified Alliance Military; expanding on Australia's own plans to rebuild its armed forces. With piracy so rampant, and the territory of the Alliance so wide-spread, the forces raised to put down these rebellions seemed set only to grow...

The UEO, its embargo still in force, established a demilitarized zone along the Macronesian border, but beyond that, did not consider the arms build up a threat seriously worth the attention of the military command; the UEO military, while slightly diminished, was still the single most powerful martial force on the planet, but not a single UEO councillor realised just how extensive Macronesia's build up of arms really was.

Macronesia repeatedly warned the UEO that the embargo would be construed as an act of aggression, but the UEO - mindful of the states which had stood up against it in the past - would not yield, and the Alliance's military continued to grow. Much of the military's budget was directed to special weapons research, and for a time, Macronesia posessed some of the most technologically advanced weapons systems in the world; foremost being their mastery of subatomic weapons. In 2026, Macronesia tested a particle decelerating device which successfully liquified its target; the disassociation of matter leading to a complete molecular breakdown that turned the entire test basin in to slag. The horrifyingly effective result was soon dubbed "subduction" (largely in reference to tectonic activity which leaves similar effects) and the technology was developed at a rapid pace... The UEO was fast to condemn this weapons development, outlawing it from use within the UEO entirely; this decision is viewed by many as being symbolic or ceremonial at best, as for many years afterward, the organization still had no idea how the dangerous technology even worked, let alone possessing the capability to reproduce it.

Tensions between the Alliance and the UEO rose significantly when this technology fell in to the hands of terrorists who opposed the UEO for the sanctions it levelled against many of the world's nations. UEO and Alliance intelligence organizations went to great lengths to track down and destroy these groups, but it was too little and too late, and in 2026, a pair of the weapons were detonated along the US west coast. The tragedy was practially armageddon - in one stroke, the city of Los Angeles was wiped off the map, and the entire western seaboard was submerged in to the ocean. The cities of San Francisco and San Diego were now islands... and over fifty million people perished. The two subduction events; codenamed "Able" and "Baker" rattled the world, and the United States and the UEO pledged that whoever harboured those responsible would feel the full might of their reprisal on an unimaginable scale. This attack - the worst since the September 11th attacks of 2001 - dwarfed any previous attack the world had ever seen... and they would not be the last.

In 2027, two more detonations; one in the middle of Hudson Bay, the other centered in the Gulf of Mexico ripped through North America. (These events were called "Maple" and "Eagle") The world superpower fell in to chaos in a matter of hours as 10 million more died instantly, and world policy was forever changed. Macronesia - bearing at least some of the responsibility - was quick to rally to the UEO's banner; outright condemning and denouncing the attacks and offering as much humanitarian aid as the Alliance could spare. While the United States accepted the offer, it would do little to ease the tensions which now seemed tenously close to breaking in to all-out war. The UEO had no links to prove the Alliance was responsible, and the full cooperation of Bourne's government did much to secure the trust of the US in Macronesia's innocence. Bourne and his military launched extensive campaigns along the backwater colonies of the Alliance in an effort to root out those responsible, claiming to have had much success; and welcomed a limited UEO intervention to avert an all-out war.

A year later, in 2028, an earthquake measuring an unprecented and unimaginable fifteen on the richter scale ripped through the Aegean sea; and destroyed much of the Greek and Italian coastlines. No connection was found with the subduction attacks of a year earlier; with scientists declaring it to be a complex but tragic result of geological upheaval from the massive change in tectonic activity caused by the damage to the North American continent a year earlier. Suspicion was rampant for a full year until May, 2029... when a fifth and final incident tore through the North Sea, and utterly decimated the British Isles. Disgust, horror and fear surged through the North Sea Confederation for days as accusations were thrown between Melbourne and New Cape Quest - the capital of the UEO, and it wasn't long before the North Sea Confederation declared that they would not stand by idly any longer. In a move that was globally criticized and damned, the NSC launched a nuclear 'limited response' against Macronesia, and the cities of Sydney and Darwin disappeared under mushroom clouds.

President Alexander Bourne appealed to the UEO Security Council for a resolution which sought immediate military action against the North Sea Confederation; and while the UEO denounced the attacks, they would not yield in their stance against the ideals of the Alliance. There were many who suspected that the devastating attacks that reshaped the world were orhcestrated with the assistance and support of Macronesia... but no one could prove it, and with a nuclear apocalypse hanging above their heads... Macronesia backed down. Clearly, any involvement it may have had - if any - would only attract further reprisal if the conflict were to escalate. With so much of the world so dramatically changed over the last few years, no one wanted to see it get any worse; every nation had its losses to grieve, and no nation needed any more.

In what led to a very public trial a year later, the terrorists who were responsible for the attacks were captured by Macronesian intelligence officers, found guilty and sentenced to death; with no appeal.

The Second Cold War ...

As of 2030, tensions between Macronesia and the UEO had risen to a point best described as undeclared war. Macronesia's arms race was continuing unchecked, and the UEO was only just starting to respond. The Alliance's feared subfighter forces outnumbered the UEO by 4 to 1, and the development of powerful capital ships was seen as a dangerous prelude to war. The UEO continued to call their stance against Macronesia as a "Trade Embargo" against a "Non-aligned confederation" - but border skirmishes between UEO and Macronesian fighters were common, and on at least one ocassion, the UEO launched a limited military campaign against the Alliance in an effort to disarm several of its colonies.

While the UEO and Macronesia stared at each other across the lonely expanse of a demlitarized zone, the Chaodai Confederation had begun to rise in the South China Sea. Formed from the remnants of splinter factions believed responsible for the brutal subduction attacks against North America and Europe, this fledgling Confederation launched several devastating raids against Macronesia's nearby border colonies. In 2030, in a show of resolve the world had been waiting for as an excuse to match the arms build up, the Macronesian Alliance declared war against the 'Chaodai Dynasty', and began a military campaign to subdue and annex the rogue confederation after it invaded the Montagnard Confederation; a member of the Alliance. The war lasted for one year, and coincided with the UEO's own campaign against the Alliance.
Macronesia was unable to 'win' the war and absorb the Confederation as it had planned, and when the UEO went to war against the Chaodai two years later, Macronesia was quick to offer its support to the Chaodai, and begun sending aid shipments (and more quietly, weapons...) across the border to the Chaodai Confederation. This would be the beginning of an alliance between the two powers which would last for the next decade; and the UEO was forced to acknowledge the fact that Macronesia had adopted a very hostile and very dangerous stance in foreign policy which put it on a collision course with the UEO. Soon after, the UEO Secretary General declared a state of emergency.

The eight years that followed were accented by border skirmishes, a continued build up of arms, and general hostility between the Alliance and the UEO. Anti-terror laws enacted in the wake of the Subduction attacks against North America played catalyst to a series of increasingly draconian legislations which gradually consolidated President Alexander Bourne's power... and slowly but surely, the Alliance turned in to a political dictatorship ruled by fear of military 'intervention' should any state or colony speak out or rebel against the President.

It was in 2040 that tensions exploded. Shortly after the shocking revelation that the UEO posessed two new Deep Submergence Vehicles which - by themselves - wielded more firepower than an entire Macronesian battlegroup - four Macronesian attack submarines that engaged in action against a "rebel" colony on the Nintoku seamount were engaged and destroyed by one of the new UEO submarines - the Atlantis DSV. The Alliance response was swift as conventional cruise missiles rained down on the Island city of San Francisco; and reduced the UEO Naval Base located there to smoldering ruin.

On November 11th 2040, President Alexander Bourne delivered this speech;

"On the occasions where I have spoken to the citizens of this great Alliance, it is often to pause and reflect upon the great things that our nations have achieved.

But sometimes, it is not always the great things that define our history or our times. Over the past few days, we have witnessed turbulent and frightening examples of how the difference of opinion can lead to great tragedy. Difference of opinion; It is the defining cornerstone of democracy; the freedom of expression; that which makes us a civilized society. For many years, such differences have driven us to a fine line of uncertainty with the United Earth Oceans, all because they were unwilling to listen to that expression of freedom. On the seventh of this month, that line was finally crossed.

On the seventh of November, the United Earth Oceans flagship Atlantis DSV 8100 fired on and destroyed 4 Macronesian submarines in the cold waters of the northern Pacific. In no way had these vessels threatened the Atlantis, and in no way had they intruded on UEO waters. This inexcusable act of hostility was avoidable, and despite the grave nature of the incident, our questions to the highest levels of the UEO received no answer. This is not the first time such incidents have occurred. For nearly 10 years, we have stood on this precipice, looking out at an uncertain future. Yes… the shots had been fired many times before… But every time, Macronesia and the United Earth Oceans were willing to rise to the occasion and our differences were solved with diplomacy; and the open hand of friendship.

We have offered them this open hand once more, and we were answered with silence.

Several hours ago... we responded. Just hours ago, I conferred with the Chief Commanders of the Navy, Marine Corps, Airforce and Army. I listened to their recommendations, and a decision was reached. The missile attack on the UEO's San Francisco naval base on Tiburon Peninsula was a measured response... No longer will we sit by idly as the UEO dictates policy for millions of Macronesian citizens across the Pacific. No longer will the families of our servicemen and women have to receive letters explaining how their sons and daughters died for a cause that does not exist. And no longer... …will we listen to that silence within.

A line in the sand has been drawn.

In defence of Australia and her allies, and in defence of the Macronesian Alliance, it is with a sad heart that I ask the council to declare a state of war on the United Earth Oceans."

Legal System:
Authoritarian system of Justice is known for exceptionally harsh punishment of criminals. Executions are common place; especially on charges of suspected espionage, murder and smuggling. Crime in the Alliance is at an all time low through fear of force.

Accepted currencies include Macronesian Crowns, Chinese Yuan and Australian Dollar. Considerable operating assets largely funded from former association with MNC “Deon International” and other corporate bodies are suspected of exceeding 50 Trillion US Dollars.

Military Strength:
Primary organizations include: Alliance Navy and Marine Corps, Air Forces Command, Fleet Fighter Command and Unified Operations Command.

Primary Command Bases located in Sydney , Melbourne , Darwin , Manila and Zanjiang.

Enlisted forces exceed 22 Million.

Potential reserve forces drawn from conscription exceed 40 Million.

Annual gross military expenditure estimated to be the equivalent of 1.5 Trillion UEO Credits. (675 Billion USD, 556.5 Billion Euro) (2040)

Standing Alliance fleet forces are suspected to exceed as many as 700 warships including SSNs, Cruisers and Fleet Carriers. Major shipyards throughout the Alliance are believed to be capable of producing up to nearly 200 hulls per year with numbers governed only by available manpower.

It should be noted that the Macronesian Navy's Subfighter corps has grown so large that it is almost considered a separate body much as the Marine Corps is considered an autonomous division of the Naval Command.

Known Intelligence divisions include ASIO, (Alliance Security and Intelligence Organization) ASIS (Alliance Secret Intelligence Service), ACIS (Alliance Central Intelligence Service) and the Counter-Intelligence Bureau (CIB). These groups have been linked to numerous unsanctioned black operations throughout Asia, the Middle East and the Eastern Pacific and have been blamed for terrorist bombings in major U.S. and European cities.

The Martial forces of the Macronesian Alliance are under the direct command of General-Marshall Henry Adamson (2039-Present) after the retirement of Fleet Admiral Armand Stassi (2025-2039)

The intelligence services are completely autonomous and are not considered part of the standard Alliance Military.

Political Affiliations:
Numerous and largely corrupt dealings with major MNCs and TNCs including, but not limited to, Deon International, Luderitz Enterprises and Maynard Systems Inc.
Close affiliation is maintained with aligned, self-governing states such as the Chaodai Confederation.

The Macronesian Alliance was formed to resist severe UEO sanctions that were enacted in the mid 2020s. What initially began as a democratic movement quickly dissolved in to political dictatorship over the years when the Alliance became increasingly desperate in its opposition to the UEO.

The sanctions resulted in a military build up not seen since the first cold war of the 20 th century and the Alliance has been steadily expanding its borders ever since. Unofficially speaking, the Macronesian Alliance has been in a state of undeclared war against the UEO since 2030, and official declaration of this in November of 2040 only escalated military actions against the UEO.
